 Council Rundown

The Regular Meeting of Council of September 26th consisted of a number of Planning Act Applications for Consent and Zoning Bylaw Amendments, primarily to accommodate new housing development.

Consent Applications B07/23, B08/23, B09/23 and Zoning Bylaw Amendment Application Z03/23 (3 X 5-unit row housing development)

The first item on the agenda on Tuesday was the public hearing for the above referenced applications. These applications sought to create three new lots to the east of the south end of Yusko Crescent for the development of three 5-unit row housing builds, also know as 5-plexes. The purpose of the Zoning Bylaw Amendment was to rezone the affected properties from Rural (RU) and Residential Third Density (R3-5) to Residential Third Density (R3-7) to permit this type of residential development with special provisions for parking, a landscaping buffer between abutting residential properties and driveway widths - simply to name a few. The public hearing did include attendance by three community members wishing to speak to the application who outlined their concerns. These concerns were and will be taken into consideration as part of the development agreement process as all of the above applications were approved by Council with conditions. Zoning Bylaw Amendment Z04/23 (Former K of C Hall Property, 399 Mead Boulevard)

The second public hearing was regarding a zoning bylaw amendment application to expand the permitted uses of the Former K of C Hall Property, 399 Mead Boulevard, to permit local commercial uses and the retail of medical equipment and supplies in addition to the current zoning which is Institutional. The owner intends to renovate and have a tenant move in who sells specialized mobility devices such as walkers, wheelchairs, and other various products focused for seniors or individuals who have specialized physical needs. There were no written responses or verbal comments at the hearing. The Zoning Bylaw Amendment was approved and permits, as mentioned, the retail of medical equipment and supplies, local commercial uses which are not large and intense in nature, and/or the existing institutional zoning.   

Zoning Bylaw Amendment Z05/23 (10-unit apartment building)

The third public hearing was regarding the property described as PCL 21403A SEC SWS; PT LT 9 CON 4 MERRITT AS IN LT286465 BEING LOCATION L.T. 123; ESPANOLA. It is located just west of the intersection of Queensway Avenue and Mead Boulevard with frontage on both Mead and Queensway.  The purpose of the Zoning Bylaw Amendment Application was to rezone the subject lands from Residential First Density to Residential Third Density, to permit the development of a potential 10-unit apartment building by the owner, the Manitoulin-Sudbury District Services Board (MSDSB). An overview of the objectives of MSDSB was provided by Director of Integrated Human Services, Lori Clark. There were no written submissions or verbal comments from the public on the application and it was approved.

Mayor and Councillor Announcements

Councillor Nadeau expressed that he was attending an Ontario Forestry Meeting in Thunder Bay which is why he had to join virtually this evening.

Councillor Kallioinen mentioned having the opportunity to participate in the Heart of Gold Radiothon event hosted by Moose FM in support of Children and Families of Children with Cancer. Kallioinen also mentioned his participation in the final Makers’ Market of the year in Espanola over the weekend and reported that the Espanola Foodbank booth he assisted with was able to raise $700 to go toward the Foodbank. Kallioinen also informed the public that he is personally sponsoring a free family swim this Sunday October 1st from 1-3pm. He expressed that this is in recognition and support of Domtar Families, but all, of course, are encouraged to attend.
