Regulation 397/11 and Energy Plans

The provincial government has committed to help public agencies better understand and manage their energy consumption. As part of this commitment, Regulation 397/11 under the Green Energy Act requires municipalities to report on their energy consumption and greenhouse gas emissions annually beginning in 2013 and to develop and implement a five-year energy conservation and demand management plan starting in 2014.

The Phase One deadline of the regulation is July 1st, 2013. The requirements for this deadline are the benchmarking of our current energy consumption. The Town of Espanola has met Phase One of Regulation 397/11.

Staff will continue to work on Phase Two of the regulation in order to meet the deadline of July 1st, 2014; the development of a five year energy conservation and demand management plan to be presented to council for approval in spring of 2014.
